Understanding Eligibility.

Only the HSE can approve and fund complex care packages. This page is here to help families understand the typical criteria and process, so you know whether funding could apply to your situation. We’ll guide you through what the HSE usually looks for, but the final decision always rests with your local HSE team.

Clear Guidance for Families.

If your child or relative has high-dependency medical needs, the HSE may approve a complex care package for support at home. These packages are designed for people who need daily clinical care — not just help with everyday tasks. This page explains who qualifies, how the HSE decides, and what you can do now.

Who This Is For.

Who Qualifies.

A complex care package may be right for children or adults who need daily clinical support — not just help with everyday tasks. This includes ventilation, tracheostomy, PEG feeding, seizure management, and specialist nursing for progressive conditions or high-dependency needs.

How the Process Works.

The HSE reviews each case carefully, considering medical needs, level of dependency, risks, and family circumstances. Referrals can be made by hospital teams, public health nurses, or families themselves. Once approved, Obsidian is ready to deliver care quickly and seamlessly.

Does My Child or Relative Qualify.

A complex care package may be right if your loved one requires daily clinical interventions such as ventilation, tracheostomy, or PEG feeding. It may also apply for seizure management, emergency medication protocols, or specialist nursing for conditions like Motor Neurone Disease, advanced MS, Huntington’s, or spinal injury. Packages are also designed for those needing extra medical oversight due to severe intellectual or physical disabilities, or for round-the-clock support when standard home hours are not enough to keep someone safe.

Understanding the Process.

Complex Care. Clear Guidance.

From assessment to approval, the path to HSE-funded care can feel complex. We break it down step by step — explaining how packages are considered, who can start the process, and what families can do now to ensure safe, personalised support at home.

How Obsidian Helps Families.

Complex care packages can only be approved by the HSE — Obsidian cannot approve them. Our role is to guide families through the process. We make each step clear and understandable, help you prepare for assessments and meetings, and advise on the information that strengthens your case. When a package is approved, we are ready to provide care quickly, giving families confidence, reassurance, and peace of mind.
