Funding Your Complex Care.
Clear, transparent, and easy to understand. When it comes to complex care, funding is often the biggest question families ask. In Ireland, most specialist homecare is funded through the HSE — but there are also options to add private or top-up hours if your family needs more support.
This page explains how funding works, step by step, so you know what to expect and can plan with confidence.
HSE-Funded Packages.
Care That’s Fully Supported and Assessed.
Fully assessed and approved by the HSE, these packages cover the clinical and support hours defined in your care plan. Obsidian works with the HSE to deliver hospital-standard care at home.
Private or Top-Up Support.
Extra Care, Tailored to Your Needs.
For families seeking extra hours or specialist support beyond the approved HSE package, private top-ups can be arranged in line with your loved one’s needs.

HSE Packages Made Simple.
Understanding What’s Included, and How it Works for Your Family.
The HSE funds complex care packages for children and adults who have high-dependency medical needs. These packages are based on clinical need, not on income, and are designed to make sure families can safely manage care at home.
Tailored Clinical Support. Each HSE package is personalised to meet the individual’s needs. Qualified nurses and carers deliver advanced interventions, including tracheostomy, ventilation, PEG feeding, seizure management, and other complex homecare. Care is precise, consistent, and designed to keep your loved one safe at home.
Fully Funded and Reassuring. All HSE-approved packages are fully funded, so families do not pay for care. Any private or top-up hours are optional, chosen only if additional support is desired. Plans are regularly reviewed to ensure they meet evolving clinical needs, giving families confidence that care is professional, stable, and dependable.
Private and Top-Up Hours.
Flexible Support When You Need More.
Sometimes families may want more hours than the HSE has approved. In these cases, you can choose to add private or top-up hours directly through Obsidian.
-
Extra hours are agreed directly with us.
They are delivered by the same small, consistent team that already supports your HSE package.
We make sure top-up hours do not disrupt the continuity or safety of the care plan.
This gives families flexibility while keeping everything integrated into one safe system.
-
Top-up hours can be scheduled to suit your family’s routine and can be adjusted as needs change.
-
All additional hours are recorded and coordinated alongside your HSE package, so nothing is missed and continuity is maintained.
-
Families receive clear, upfront information about costs for top-up hours, with no hidden fees.
-
Top-up arrangements are reviewed regularly to ensure they continue to meet your family’s needs safely and effectively.
HSE-funded complex care packages cover the clinical and support hours approved for your loved one. If your family wishes to add extra support, you can arrange private or top-up hours directly through Obsidian. These additional hours are clearly documented, fully supported with invoices, and may qualify for tax relief under the Revenue Commissioners’ medical expenses scheme. Claims are made directly through Revenue, using the Med 1 form or online via MyAccount. Relief is usually applied at the standard tax rate of 20%.
Please note: tax relief applies only to privately arranged top-up hours, not to HSE-funded care.
How Funding is Approved.
Step by Step.
Clear Costs, No Hidden Extras.
Transparency You Can Trust.
All HSE-approved hours are fully funded, while any private or top-up hours are priced upfront. There are no hidden fees or surprise charges — every package is fully transparent, giving families confidence and peace of mind.
Answers That Matter.

Practical guidance for families navigating complex care at home.

Top-up hours are arranged directly with Obsidian. They are added to your existing care plan, delivered by the same care team, and overseen by our clinical leads for safety and consistency.
-
No. Private health insurance in Ireland covers hospital stays and short-term nursing, but it does not fund long-term complex care at home. Only the HSE provides these packages.
